      Franklin – Elisha Brook

        Elisha Brook Senior Housing is a 27-unit apartment complex set in Franklin, between Willimantic and Norwich, not far from the Rhode Island border. One-bedroom apartments are available to individuals and couples with income at or below 50 percent of the state median.

        Housing Connections staff provided technical assistance to help Franklin Housing Authority (FHA) create a development plan, select a consultant to help guide the project through the local approval and construction phases, and partner with a larger regional nonprofit organization to serve as developer and manager of the project.

        Housing Connections technical assistance to Franklin is an example of how local commitment was complemented by housing development experience, resulting in the successful production of new affordable housing that addresses a small town’s needs.
